在2015年中央财政农田水利工程维修养护项目实施中,江苏省江阴市以加强财政资金使用管理为工作主线,认真贯彻落实"明确经费方案、具体镇村计划、把握关键节点、确保项目完成"的既定方针,加强组织领导,完善制度建设,规范使用管理,严格监督检查,全面完成项目批复内容,既确保了财政资金使用的安全、规范、有效,又取得了良好的经济效益和社会效益。

During the operation and maintenance of on-farm waterworks financed by central government in 2015, Jiangyin City of Jiangsu Province has attached great importance to finance and fund management, and carried out a set policy of ＂clarifying financial resources and making township and village plans, focusing on key links for ensuing completion of project＂. All project contents were completed by reinforcing organization and leadership, improvement of management system, strict regulation of fund utilization and supervision. The measures not only safeguard effective and regulated use of financial resources and also obtained enormous economic and social benefits.
