安徽省疾控系统应对流感大流行风险沟通能力现状调查

Investigation on the current situation of the risk communication ability for the influenza pandemic coping strategies in the disease control and prevention system in Anhui Province

目的:了解安徽省疾病预防控制系统应对流感大流行的风险沟通能力现状,为下一步深入开展能力建设提供理论和现实依据。方法:对全省121家疾病预防控制机构(简称"CDC")进行问卷普查,对回收的102家CDC的数据进行描述性统计分析。结果:所有省市级CDC和89.0%的县区级CDC设立了卫生应急部门并配置了相关人员,其中人员配置最多的在皖北(20人)。皖北和皖南有50.0%以上的CDC制定了卫生应急风险沟通预案。但是仅31.5%的县区级和60.0%的市级CDC开展了风险沟通培训,而且所有CDC中只有7家有新闻发言人制度,各级CDC的风险评估能力有限,特别是县区级CDC,所有风险评估指标均在35.0%以下。结论:安徽省各级CDC十分重视应对流感大流行的风险沟通能力建设,但在风险沟通能力建设的重点、方向、内容和策略方面尚有完善的空间。

Objective： To understand the current situation of the risk communication ability for the influenza pandemic coping strategies in the disease control and prevention system in Anhui Province, so as to provide the theoretical and practical reference for the capacity building. Methods： Census method was used and a questionnaire survey was eonducted among 121 Centers for Disease Control and Prevention（ referred to as CDCs ）. The collected data of 102 CDCs were descriptively analyzed. Results ： All of the CDCs on municipal level and above, and 89.0% of the county CDCs have established health emergency departments and allocated relevant personnel, of which North Anhui has employed most personnel（ 20 employees ）. More than 50.0% of the CDCs in North and South Anhui have established risk communication plan for health emergency. However, only 31.5% of the county and 60.0% of the municipal CDCs have carried out risk communication training. Only seven CDCs have established news spokesman system. The risk assessment abilities of all level CDCs were underdeveloped, especially the municipal and county CDCs, the risk assessment indicators of which were all below 35.0%. Conclusion： All CDCs in Anhui have attached great attention to the construction of risk communication ability for the influenza pandemic coping strategies. It is suggested to further develop the focus, direction, contents and strategies of risk communication ability construetion.
