大数据分析如何应用到政府决策中,改进政府管理和社会服务,是互联网时代各级政府面临的新课题。基于大数据分析的智慧决策新模式,是从业务运行和网民表达、绩效判识、需求识别、特征洞察、供需失衡、优化再造等六个业务层流程以及数据归集、大数据分析挖掘、辅助分析三个大数据层流程进行阐述,协同支持政府的智慧决策。这个新模式已经在地方政府重大事件应急信息服务中得到应用,并取得了较好的应用效果。

In the era of the Internet, a big issue facing governments at different levels is how to make governmental decision based on big data analysis and to improve their governance and social services. A new mode of intelligent governmental decision based on the analysis of big data is a type of decision involving such factors as the operation of the governmental websites and the channels through which netizens make their concerns known; the evaluation of the performance of the government; the identification of the needs of the netizens; the analysis of the characteristics of the interaction between governmental organs and the netizens through the Interact; the imbalance between the supply and the demand of the information; and the optimization of the online services provided by the government. Such a new mode of governmental decision has been applied in the information services offered by some local governments during their response to emergencies and achieved good results.
