共享发展视域下福州市社区治理创新研究——基于鼓楼区的调查

Study on Fuzhou Community Governance Innovation under View of Shared Development:Based on Survey of Gulou District

共享发展理念来源于马克思主义人本思想,发展于效率和公平间的动态博弈,它内含全民性、全面性、共建性、差异性的特征,是指导社区治理创新的重要思路。鼓楼区是福州市的核心区,以鼓楼区的社区治理现状为样本进行福州市社区治理创新研究具有很强的代表性和示范性。在共享发展视域下,低效的网格化管理、粗放的社区服务、缺位的共建格局、孱弱的共享文化阻碍了鼓楼区社区治理效能的提升。对此,需要在"渐进式共享"的基础上,以信息互通、服务产业化、多元共建、社会资本增值等方式提升福州市社区发展的内在可持续性和外部均衡性。

The concept of shared development originates from Marxist humanistic thought,developing in the dynamic game between efficiency and fairness and including the characteristics of universal coverage,co-construction,otherness,which is an important idea to guide the community governance innovation.Gulou District is the core district of Fuzhou.It＇s very representative and demonstrative to use the sample of Gulou district to study Fuzhou community governance innovation.In the view of shared development,inefficient grid management,extensive community services,absence of co-construction patterns,and insufficient shared culture are reducing efficiency of the community governance of Gulou District.Therefore,we should take measures such as information sharing,service industrialization,co-construction,and social capital appreciation,to promote the intrinsic sustainability and the external balance of Fuzhou community governance on the base of＂gradual share＂.
