摘要
被形容为"粮头食尾、农头工尾"的畜牧业,前延后伸潜力大,一二三产融合能力强,在农业供给侧改革中备受关注。面对消费增速放缓、资源环境约束趋紧、国际市场进口冲击、畜产品质量安全加紧等国内国际形势,加快畜牧业供给侧改革已迫在眉睫。按照农业部提出的调结构、降成本、补短板三大侧重点分析,我省畜牧业结构失衡问题表现不突出,成本过高是我省、乃至全国畜牧业竞争乏力的核心问题,环保和质量短板问题较为突出,技术落后是拉开差距的核心问题。依靠科技创新实现畜牧业转型升级将是我们最大的突破口。我省应建立自主育种长效机制、大力推广现代物化装备、继续深化标准化规模养殖、建立畜牧业绿色健康养殖基地、建立畜产品质量安全追溯体系,只有通过优良的品种、先进的技术、绿色的环境,才能生产出质优价廉的畜产品,才能提高市场竞争力,才能与世界畜牧业发达国家抗衡,才能确保中国人饭碗端在自己手上,中国人饭碗里主要装中国粮。
Animal husbandry which has been describes as"the head of grain and the tail of food,head of agriculture and the tail of industrial"has great potential for front extension and backward extension,and has strong ability of integration of primary,secondary and theriary industry.In the face of domestic and international situations which is the slowdown in consumption growth,the tightening of resources and environment constraints,the impact of the international markekt,the tightening of the quality and safety of animal products,it is imminent to accelerate the reform of animal husbandry supply side.In accordance with the Ministry of Agriculture to adjust the struture,reduce costs,make up the shortcoming of the three major focus analysis,the animal husbandry structural imbalance problem is not prominent,the high cost is the key problem.Environmental protection and the quality of short-board is more prominent,backward technology is the core issues to open the gap.Relying on scientific and technological innovation to achieve animal husbandry restructuring and upgrading will be the biggest breakthrough.We should establish long-term mechanism of independent breeding,promote the modernization of materialized equipment,continue to deepen the standardization of scale farming,establish anlmal husbandry green health breeding base,set up animal product quality safety traceability system.Only through the fine breeds,advanced technology and green environment,can we produce good quality and cheaper price livestock products,improve market competitiveness.
