“公校办民校”的生态价值、生态忧患与治理路向

摘要 "公校办民校"具有缓解财政性经费不足,满足多元化教育资源需求,推进办学体制改革、发展与创新,以及顺应国际私立教育发展的重要价值。然而,当下我国"公校办民校"的办学发展在法制体系与法治体系、监管体系与具体运行、社会支持与保障环境等层面均遭遇到了生态忧患。规避这些生态忧患,必须坚持顶层设计的理念,完善民办教育的法制体系和法治体系;加大监管力度,改进民办教育的监管制度和评鉴体系;营造共生环境,构建民办教育的民间治理和信任体系,持续推进"公校办民校"的规范发展。 "Public schools running private schools"has some important values on releasing the fiscal funds inadequacy,meeting the demand of diversified education resources,promoting the education system reform,development and innovation,and meeting the development of international private education.Nevertheless,the current development of "Public schools running private schools"encountered ecological concerns in the legal system and the rule of law system,supervision system and the specific operation situation,social support and guarantee and some other scales.To circumvent these ecological concerns,we should adhere to the top-level design concept,complete the legal system and law system of private education;strengthen supervision and improve the supervision system and evaluation system of private education;build a symbiotic environment,construct the private governance and trust system of private education,promote the normative development of"Pubilc schools running private schools"continuously.
