高等教育项目制治理的碎片化及其整体性治理 被引量:10

摘要 当前,项目制已成为一种国家治理社会的新体制。伴随项目制国家治理体制的确立,高等教育亦难以摆脱其嵌入从而构建了高等教育治理的项目制模式。然而,项目制下的高等教育治理却身陷碎片化危机之中,表现为高等教育中人与事的分割与碎片、高等教育项目供给与项目竞争的碎片以及高等教育项目整体解构后的碎片。综观历史与现实,现代性以来人向物的"转化"、专业分工思维使分割主义哲学风行并弥漫至高等教育场域、高等教育项目"委托—代理"关系中信息不对称等是造成高等教育项目制治理碎片化的理论与现实缘由。对治理碎片化进行治理须做到理念和实践上的变革:第一,以整体性、生命性思维对待高等教育中的人和事,使高等教育作为一个生命和一个整体的存在;第二,加强项目资源整合及协同发展,以实现高等教育项目制治理的整体目标。 At present, the project system has become a new system of national governance. With establishment of project system,higher education is embedded into the project system. However,higher education governance under the project system is in a fragmented crisis,including the fragmentation of "man" and "things" in higher education, the fragmentation of the supply and compitition, and the fragmentation of the whole project of higher education. Viewing history and reality,Transformation of"man"to"object"in modern time,professional division thinking make the philosophy of spliting diffuse into the higher education field,information asymmetry in the"principal-agent"relationship of higher education project, are the theoretical and practical reasons of the fragmentation of higher education project system. Measures to fragmentation of governance must be done in change of concept and practice of: first, treat the "person" and "thing" in higher education with the holistic and life thinking,and exist as a life and a whole;second, strengthen the integration of project resources and collaborative development, in order to achieve the overall goal of project management system.
