流域居民水幸福指标体系构建原理与实证研究——以钱塘江为例

A Theoretical and Empirical Research on Residents' Water Happiness Index System——A Case Study of Qiantang River Basin

幸福是水资源管理的终极价值目标。本文将幸福目标引入钱塘江水资源管理研究,依据水幸福感的概念,结合幸福影响因子圈理论建立了流域水幸福感指标体系并对钱塘江流域进行调查与实证分析。结果表明:钱塘江流域居民水幸福感处于中等偏上水平,其中,衢州市情况最好,金华市、绍兴市次之,杭州市最差;在钱塘江流域水幸福感影响因子层面,居民用水与健康状况对水幸福感影响最为显著,其次为水与亲情、水相关费用、节水技术与制度设计、用水公平与供给保障、水生态环境等。以上结论为改善钱塘江流域水资源管理提供了政策方向。在制定具体水资源管理制度时,钱塘江流域应突出水质治理为核心的流域管理理念并根据不同流域段的水环境特征有针对性地改善管理水平,提升居民的用水健康和水生态环境状况。

Happiness is the ultimate value goal of water resource management. The article introduces subjective well-be-ing goals to the study of Qiantang water resources management, based on the concept of water happiness and in combination with happiness influence factor circle theory, establishes river basin water happiness index system and makes an empirical analysis of the Qiantang river basin. The results show that the overall water resources happiness in the four cities of the Qian-tang river basin is above the average level, with that of Quzhou being the highest, followed by that of Jinhua, Shaoxing, and Hangzhou. Among the influencing factors of water resources happiness in the Qiantang river basin residential water consump-tion and health condition have the mpst prominent impact, followed by water and affection between family members, costs re-lated to water, water-saving technology and system design, fairness of water use and supply security, water ecological environ-ment ,etc. These findings provide direction and support for river basin water resources management. It is suggested that the relevant departments should take water quality management as the core , improve residents5 health and the environment condi-tion ,improve water price system, strengthen the propaganda and edu ca tio n , and encourage water participation, so as to estab-lish water resources management countermeasures system to enhance residents5 water well-being.
