摘要
政府购买公共服务不仅有利于政府职能的转变,而且还能够有效地提高公共服务的质量和效率,以及缓解政府的财政压力。从应然层面看,政府购买公共服务遵循的是规范化、法治化以及技术化的治理路径,然而在政府购买公共服务的实际执行过程中呈现出交易主体行政化、交易方式形式化、交易执行内卷化、执行监督放任化以及执行评估敷衍化等风险问题。要保证政府购买公共服务的可持续良性发展,需要从推进政府购买公共服务的法治化进程、厘清政府与社会组织边界、重塑政府与社会组织的协作关系、强化政府购买公共服务的监督机制以及健全政府购买公共服务的评价机制四个方面进行努力。
Government procurement of public services is conducive not only to the transformation of govern-ment functions , but also to the improvement of the quality and efficiency of public services thus reducing the government's financial pressure. Theoretically, government procurement of public services follows the principles of standardization , rule of law and technology.In practice , however , there are many risks in the im-plementation of government purchase of public services , including the administration of transaction subjects, the formalization of transaction mode , the internalization of execution , the laissez-faire of supervision and the perfunctory evaluation.Precautions against the above risks should be taken.To secure a healthy and sustainable development of government procurement of public services we should accelerate the rule of law clarify the borderline between the government and social organizations reshape the cooperation between the government and social organizations reinforce the supervision mechanism and improve the evaluation mechanism.
