千年大雅育毓秀,文化院坝福民生眉山市丹棱县群众自办文化建设和扶持研究

近几年来,眉山市政府在以中共中央、国务院办公厅《关于加快构建现代公共文化服务体系的意见》（中办发〔2015〕2号）为指导,以文化部、财政部《关于开展国家公共文化服务体系示范区（项目）创建工作的通知》（文社文发〔2010〕49号）为依据,大力发展眉山市的公共文化服务体系.特别是以丹棱县深邃的历史文化和现有浓厚的民间文化为基础,大力引导、支持丹棱县的民间公共文化服务体系建设,逐步形成了一批综合型、专业型、文旅结合型、企业文化型、商业文化型等多种模式的“民间众筹文化院坝”.文化大院建成后,免费对民众开放,大家经常聚在一起开展文化活动.如读书看报,排练节目,参加演出,成了名副其实的老百姓的舞台.“文化大院”的建成对农村文化的建设与推广,发挥着积极的作用,这既是群众的文化舞台,又是政策法规的宣传点;既是农业科技知识的培训地,又是邻里纠纷的调解室;既是民间草根艺术的创作摇篮,又是非物质文化传承的载体,更是造福民生的大创举.丹棱县的“文化大院”如雨后春笋,现已众筹建成三十五个有特色,有看点,有意蕴的“文化大院”.当然,这些新生事物肯定还存在着一些问题和不足,如何让这些文化大院焕发生命力,做到可持续发展,建成更有特色,更有影响力的“文化大院”,是本次课题研究的重点.在课题组成员多次走访和调研的基础上,结合政策的力度,借鉴专家的意见,对将来的工作进行了科学规划,对“众筹文化院坝”提出了一些切实可行的建议.

After the completion of cultural compound, free open to the public, people often get together and carry out cultural activities. Such as, reading books and newspapers, shows the rehearsal, performing, to become the stage of real people. ＂Cultural compound＂ the completion of the construction of rural culture and promotion, plays a positive role, this is the culture of the masses stage, booth and policies and regulations; Both agricultural science and technology knowledge training, and neighborhood disputes conci liation chamber; Both grass-roots art cradle, and the carrier of intangible cultural heritage, but also the key initiative of the benefit of the people＇s livel ihood. Danl ing county cultural compound have mushroomed, now all the preparation has distinguishing feature into 35, have to watch, has a meaning of ＂cultural compound＂, of course, these new things must still exist some problems and the insufficiency, how to make these cultural compound glows vitality, achieve sustainable development, to build more features, more influential compound ＂culture＂, is the focus of this research. In team members visit and investigation on the basis of many times, the strength of the combination of policy, draw lessons from experts, scientific planning, for future work on ＂the raise cultural embanked courtyard＂ and puts forward some feasible Suggestions.
