法国职业教育事权与支出责任划分借鉴与启示

Experience Learned from Division of French Vocational Education Duties and Spending Responsibility

法国作为典型的中央集权国家,形成了一套国家办学以公办学校为主的职业教育体系,这与我国职业教育办学体制极为类似,因此借鉴法国政府在职业教育事权和支出责任划分上的主要经验,有助于我国更有针对性地提出改革措施。今后我国需要进一步加强事权法定,促使政府、市场、社会和学校形成合力,构建完善的职业教育评价体系,职业教育经费投入的重点应该从投"物"转向投"人"。

France is a typical centralized country. It formed a set of system that vocational education is main-ly provided by public school education, which is very similar to China vocational education system. We can learn French experiences in the division of duties and spending responsibilities in the vocational education field and also present the response reform measures for China. In future China needs the legal division of duties, prompts the government, market, society and schools to work together, builds proper evaluation system for voca-tional education. Vocational education fund investment should change its focus from ＂ materials＂ to ＂ people＂.
