论盛京五部初设时在上层管理体制中的作用

On the Role of Top Management System in the Fengtian Areas at the Beginning of Five Departments of Mukden

盛京五部,即盛京户部、盛京礼部、盛京兵部、盛京刑部及盛京工部,是清廷在盛京城仿照北京六部设立的处理盛京等处相关事务并兼及处理北京六部涉及吉林、黑龙江两省相关事务的中央国家机关。文章从盛京五部建部之初作为陪都机构与将军并立,作为中央国家机关实现对包括将军在内的盛京官员的监督,盛京户部和盛京刑部在关系民人钱粮词讼等事务上限制奉天府等方面对盛京五部设部之初在奉天地区上层管理体制中所发挥的作用进行了阐释。

The Ministry of Finance,The Ministry of Culture,the Ministry of Construction,the Ministry of Punishment and the Ministry of National Defense in Mukden become Five Departments for Mukden agencies.In 1644,the Qing armies immigrate to Beijing,in order to honour the original Manchurian birthplace,then follow the system of Ming dynasty who has two capitals,setting Mukden as the second capital.After that,Mukden agencies are established as well in reference to the Ming's Six Departments.It mainly focused on the scope of its jurisdiction Fengtian areas.As it is the subsidiary of Six Departments in Beijing,it can manage relative affairs in northeast China instead of Six departments in the Qing dynasty,which makes the function of handling events in Jilin and Heilongjiang provinces.This paper has an anaysis on the functions of the the beginning of the Five Departments:as a capital peers to general revelation; as the central state organs to Supervise Mukden officials including general; the restrictions of Ministry of Finance and the Ministry of Punishment on Mukden mansion in the relationship between the people falsely and legal cases.
