核电工程应对典型突发事件或问题的措施

摘要 文章从质量、安全及施工方面举例说明了核电工程典型突发事件或问题的特征,分析了突发事件或问题的产生原因,针对管理缺陷、人员技能和安全质量意识等人因因素、程序执行方面,提出了制定处理突发事件的管理机制、做好重要施工工序的风险分析及增强各专业管理人员的培训等措施,是应对突发事件的基本做法,并充分说明了应用质保工具是保证执行的有力措施,可促进核电工程的顺利进行。 Based on quality,safety and construction,this paper illustrates the typical characteristics of emergency events/problems of nuclear power project.Regarding human factors such as management defect,staff skills,safety and quality awareness,and the implementation of procedures,the paper proposed such measures as to establish a management mechanism for dealing with emergency events,to well carry out risk analysis for important construction processes,and to strengthen the training for multi-disciplinary management personnel.It is a basic way to deal with emergency events,and fully demonstrates that the application of quality assurance tools is powerful guarantee for enforcement.Summary of experience can promote the smooth progress of nuclear power project.
