关于金融服务玉米收购市场化改革的思考

Thinking about the Financial Service of the Market Reform of Corn Purchase

根据中央深化农村综合改革总体要求,自2016年起东北三省和内蒙古自治区玉米实行市场化收购,改变过去国家对粮食统一确定临储价格、实行政策性收购、农发行统贷的运行格局。目前吉林省粮食特别是玉米市场化收购资金缺口较大,省政府要求金融机构积极支持多元化市场主体入市收购,农业银行服务"三农"面临新机遇、新挑战。根据总行做强县域、服务"三农"的战略部署,围绕服务"大三农"、"新三农"、"特色三农",笔者就如何支持玉米市场化改革,为其提供金融服务进行了调查研究,本文介绍了调研了解到的基本情况,并就农业银行如何服务玉米收购市场化改革工作提出了建议。
