摘要 为了更好地提高洪水风险图在防汛决策中的时效性,用动态绘制洪水风险图的方法来满足实际防汛指挥调度的需求。以丽水地区作为研究区域,选择轻量级的Web GIS开发框架,根据防汛业务的需求,构建并实现了基于开源GIS的洪水风险图绘制及管理系统。该系统具备防汛工程的查询、动态洪水风险分析计算、堤防风险分析及预警、溃口方案分析、历史典型洪水查看等功能,成为可辅助防汛决策的应用系统。结果表明,动态洪水风险系统可以提供较准确的洪水淹没分析等结果,同时也是对洪水风险图研究内容的有效补充。 The method of dynamic drawing flood risk map is used to meet the demand of flood control commanding and dispatching,in order to improve the effectiveness of flood risk map in flood control decision-making.Taking Lishui area as the research area,we chose a lightweight Web GIS development framework to build a flood risk mapping and management system.With such functions as query of flood control project,dynamic flood risk analysis and calculation,levee risk analysis and early warning,breach scheme,and typical flood history view,the application system is able to support flood control decision making.Result shows that dynamic flood risk system can provide not only a more accurate flood submerging analysis,but also a new idea for the research on flood risk map.
