国外输配电网有效资产确定办法及其启示

The determination method and Enlightenment of Regulatory Asset Base for foreign transmission and distribution network

有效资产是准许成本加合理收益定价方法下确定电网企业准许收入和输配电价水平的重要因素。本文以我国输配电价改革为背景,在分析和总结典型国家和地区输配电网有效资产确定办法及基本经验的基础上,提出制定基于资产利用效率的有效资产定价办法、建立与有效资产监管配套的实施细则和考核标准,以及加快建立标准的输配电网有效资产目录清单等相关政策建议,对深化我国输配电价改革,合理确定有效资产有较大的参考价值。

Regulatory asset base is the important factor to determine the permitted income and the level of transmission and distribution tariff of Power grid enterprises under the pricing method in which electricity price is made up of permitted costs plus reasonable income. Based on the analysis and summary of regulatory asset base determination and basic experience of transmission and distribution tariff in foreign typical countries and regions, this paper puts forward the regulatory asset base pricing method based on asset utilization efficiency, the implementing regulations and assessment standard related to the supervision of regulatory asset base,as well as some directory listing which are aimed to speed up the establishment of standard of transmission and distribution power of regulatory asset base and other related policy or recommendations.The study of this paper has high reference for us to deepen the reform of transmission and distribution tariff in our country,and also has great reference value on the reasonable determination of the regulatory asset base.
