公共场所经营者、消费者和卫生监督机构的博弈分析

近年来公共场所无证经营行为大量出现,已经成为城市难以破解的问题之一。作者通过构建公共场所经营者、消费者和卫生监督机构三方博弈模型,提出解决公共场所无证经营问题,应着重发挥消费者的社会监督力量,督促经营者守法经营。同时卫生监督机构等执法部门应尊重市场规律,简政放权,提高服务,对无证经营实行分类管理。

Recently, the proliferation of unlicensed business activities in public places has become a chronic problem in China. For the sack of cleaning up unlicensed business activities in public places, the author built a game relationship between Business operators in public places, consumers and health supervision departments. The analysis shows that, Con- sumers should play the power of social supervision and Supervise operators to obey the law. Meanwhile, health supervision departments and other law enforcement departments should respect the laws of the market, decentralization, improve ser- vice, category management for unlicensed business activity.
