摘要
供给侧结构性改革的要义是提高全要素生产率,只有依靠创新和改革,才能提供与生产力发展要求相适应的生产关系,为供给侧改革提供动力。本文结合我国处于由交通大国向交通强国跨越发展的历史阶段,提出我国实施交通运输供给侧结构性改革,必须通过改革和创新,按下交通转型发展的"加速键",实现向高水平交通供需平衡跃升。同时抓好交通发展的战略创新、理念创新、科技创新、管理创新、制度创新,提高交通行业全要素生产率,还要从纵深推进"放管服"、深化市场化改革等入手,发挥好政府和市场在交通要素配置中的应有作用。
The essence of supply side structural reform is to improve the total factor productivity. Only by relying on innovation and reform, production relations could match with the developing requirement of productive and forces to provide an inexhaustible motive force for the supply side reform. In the stage of China Stepping from 'large transportation country' to 'power transportation country', it is proposed that the China transportation supply side structural reform should rely on reform and innovation in order to press the traffic transformation development 'accelerator' and realize the high level of traffic supply and demand balance. Further, it is proposed to improve the transportation industry total factor productivity, by grasping the traffic development strategy innovation, philosophy innovation, technology innovation, management innovation, institution innovation. Meanwhile, it is proposed to fulfill the function of the government and market in transportation elements configuration, by promoting the further government functions transformation and deepening market-oriented reform, and so on.
