2016年4月21日,国家发改委、外交部、商务部联合发布《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》,提出了六大通道:新亚欧大陆桥、中蒙俄、中国一中亚一西亚、中国一中南半岛、中巴、孟中印缅。同年10月8日,国家发改委制定并公布了《中欧班列建设发展规划(2016-2020年)》,这是我国对中欧班列发展的首个顶层设计。
On April 21, 2016, the National Development and Reform Commission(NDRC), the Ministry of Foreign Affairs, the Ministry of Commerce jointly issued the vision and action of pushing to cobuild the silk road economic belt and the Marine silk road' of the 21 st century, putting forward the six channels: the new Asia-EuropeContinental Bridge, China-Mongolia-Russia, China-Central Asia-West Asia, China-Indochina, China-Pakistan and Bangladesh-China-IndiaMyanmar. On October 8th in the same year, the National Development and Reform Commission formulated and published the 'China-EU Trains Construction Development Plan(2016-2020)', which is the first in the development of the top-level design of central Europe block container trains of our country. The Plan determines the eastern, central and western three logistics channel and the four border land ports node of Manchuria, Erlianhot, Ahlahs Shankou Pass and Horgus Pass, and clearly puts forward the five-year development goals, namely, basicly forms a rational layout in 2020, perfect facilities, stable volume, efficient and smooth flow of traffic, comprehensive service system, working hard for realizing around 5000 central European trains in operation annually. Since China's launch of the top-level design of central European trains, the international logistics channel construction becomes popular all the way under the 'One Belt and One Road' initiative.Supported by the central cities along the line, the purpose of running block container trains is to develop and stimulate the development of the local industrial economy, relying on the international transport channel, to focus on economic and trade industrial park as the cooperation platform, to build the international economic cooperation corridor such as the new Asia-Europe Continental Bridge, China-Mongolia-Russia, China-Central AsiaWest Asia, China-Indo-China Peninsula. Through the international operation of trains, every region should drive the development of local economy and industry, promote One Belt and One Road positioning in the economy development and implementation in various provincesand cities.
