俄罗斯与中国:错位与对接——谈“一带一盟”对接中的问题与出路

2015年5月,"一带一盟"对接合作进入具体实施阶段,然而中俄两国经贸合作还远远落后于双方预期。这是因为两国在经济发展战略、阶段和模式上存在某些错位,给对接造成困难。错位于中俄都有不利影响,务必重视化解。为促进"一带一盟"顺利对接,俄罗斯应改善营商环境,同时对接应遵循市场规律,重点项目重点推进。中国应加强对俄合作的"顶层设计",从便利化入手,推进政策沟通、道路联通、贸易畅通、货币流通、民心相通。

The Belt and Road Initiative entered the stage of implementation in May 2015,but the China-Russia economic and trade cooperation has lagged far behind expectations.The two countries have had different economic development strategies,stages and models,therefore causing difficulties in their cooperation in the Belt and Road Initiative.Such a mismatch affects both countries and must be resolved.To promote cooperation with China in the Belt and Road Initiative,Russia needs to improve its business-doing environment and focus on pushing forward key projects in the initiative in accordance with market demand.Meanwhile,China needs to strengthen'top-level design'of China-Russia cooperation and promote facilitation of bilateral economic activities,such as strengthening policy coordination,building more roads linking the two countries,promoting bilateral trade and currency exchange,and encouraging exchanges between Chinese and Russian people.
