政府“为何”和“如何”资助民办高等教育?——来自美国的经验与启示

Why and How to Support Private Higher Education?--Experience and Enlightenment from the United States

作为在高等教育领域中财政投入、社会投入和个人投入都较高的美国来说,其政府资助私立高等教育的经验,对我们探索财政资助民办高校的模式、推进民办高等教育健康发展有一定参考价值。在探索性解析美国政府"为何"和"如何"资助私立高等教育的基础上,通过对比分析2004年到2014年期间美国营利性和非营利性私立高校经费来源结构的变化情况,归纳总结出美国政府资助私立高等教育的特征及对我国的相关启示。

In the U.S., financial investment, social investment and personal investment account for largeproportions of funding sources in higher education. The U.S. experience has some value for us to explore thefunding model of private colleges and universities, and promote the healthy and sustainable development ofprivate higher education. Based on analyzing ＂Why＂ and ＂How＂ the U.S. government provide financialsupport to the private higher education, this paper compared and analyzed the changes of funding structurein the U.S. private for-profit universities and private non-profit universities during 2004 to 2014, andsummed up the characteristics of the U.S. government funding to private higher education and itsEnlightenment to China.
