农房农地不可“全流通”

摘要 受自由放任市场经济理论影响,以《农房农地也应"全流通"》一文为代表的、放松农村房地产权流转管制的呼吁越来越多。本研究借鉴卡尔·波兰尼的模拟商品理论,认为西方主流经济学的理论框架在分析中国土地问题上不仅有局限性,且并未考虑到中国的历史经验与传统。同时,本研究亦对支持放松农村土地管制的若干例证进行反驳。进一步地,本研究指出,农民要实现财产性收入,必须在保障农房农地作为其"安全气垫"的基础上,通过城市化进程实现。 Theorized upon the laissez-faire ideology, there are a growing number of ad vocates for removing rural real estate transaction restrictions. Borrowed from Karl Polanyi's fictitious commodity idea, this research challenged the deregulation recom-mendation represented by the article "Rural Developments and Rural Lands Should Be Allowed a 'Free Transaction'" . This research also holds that Chinese historical expe-riences and traditions should be contemplated as much as modern (western) social sci ence ideas in discussing the issue of Chinese rural property right institutions. Moreover, this research reevaluates from the policy practices the cases deregulationists citied to back up their argument; and rethinks based on the limited rationality hypothesis the function of rural real estate in increasing property income for Chinese rural residents.
