劝返是我国司法机关在实践中逐步探索出的极具中国特色的境外追逃新模式。其在近年来境外追逃工作中的广泛应用有着深刻的政治逻辑、实践逻辑和理性逻辑。在全面反腐和依法治国的新形势下,我们必须理性评价劝返在特殊时空条件下发挥的重要作用。在下一步的工作中明确劝返性质,规范劝返使用条件,完善境外追逃技战术手段,提升境外追逃工作法治化水平,服务国家治理现代化大局。

Persuading to return is a new pattern for capturing the escaped prisoners overseas with strong Chinese characteristics ex- plored by Chinese judicial authority in practice gradually. The wide application of it in capturing the escaped prisoners overseas has deep political logic, practical logic and rational logic. In the new situation of overall anticorruption and governing by law, we must eval- uate the role of persuading to return rationally in this special space - time condition. Further, we should clear the nature of persuading to return, regulate the application condition of persuading to return, improve technical means in capturing the escaped prisoners over- seas, promote the level of governing by law in capturing the escaped prisoners overseas and serve the state governing modernization.
