邻避效应下建设项目环境准入把关的实践探索

Practice and Discussion on the Environmental Permission of Construction Projects under the NIMBY Effect

近年来,因项目建设引发的邻避冲突有越来越多的趋势,对各级环保部门提高建设项目环境准入把关能力提出了新的要求。通过简要介绍建设项目环境准入把关工作面临的邻避效应困境,探讨了环境邻避冲突产生的原因,以及国外化解邻避效应的相关经验,重点介绍了近年来浙江省环保管理部门在化解邻避效应时的主要做法和经验。

NIMBY conflicts of the construction projects have greatly increased in recent years. Thus, it is very important that the environmental protection agencies at different levels could improve their capability to determine whether the project is worth constructing, and offer the right environmental permission for the potential construction. This paper briefly summarized the NIMBY dilemma during the environmental permission work, the causes driving to the environmental NIMBY conflicts, as well as the foreign experience to resolve NIMBY. The practice and experience of Zhejiang province environmental protection management department in handling the NIMBY effect were also introduced in this paper.
