Resource Environmental Management Issues and Reform Proposals for Coal Mining Industry

煤炭是我国的传统能源之一,随着能源结构的调整,我国煤炭产量与消费量均有一定程度的下降,但仍占据着一次能源的主导地位。煤炭行业资源环境管理缺乏科学性,在煤炭行业布局、环境与生态保护方面存在一系列问题。通过分析研究煤炭行业资源环境管理中存在的问题及原因,从开展资源环境管理体制研究、完善环境管理制度、分区域划定煤炭开采行业生态红线等方面提出了完善现行资源环境管理制度的建议。

Coal is one of the traditional energy resources in China. With the adjustment of energy structure, coal production and consumption in China has decreased to some extent, but still occupies the dominant position in the primary energy. The resource and environmental management for coal industry lack scientific nature, and there are a series of problems in the layout, environmental and ecological protection of coal industry. This paper analyzed the issues and reasons of resource and environmental management in coal industry, and put forward suggestions for improving current management system, including carrying out research on the resource and environmental management system, improving the environmental management system, delineating the ecological red line for coal mining industry in different areas, etc.
