目前,促使教育普及化与实用化成为未来发展的重要课题,地方高校的转型发展成为教育实效化的当务之急。根据《关于引导部分地方普通本科高校向应用型转变的指导意见》的相关指示,实现地方高校的应用型转化,确保教育服务性增强,是高校转型发展的核心思想。转型发展期地方高校管理价值在于人才发展方向明确,转型内驱动力地方化,转型核心内容社会化。

At present, prompting educational popularization and utilization has become an important project in the future development. The top priority of promoting educational effectiveness is the transformation development of local colleges. According to the relevant instructions in ＂Advice of Guiding some Local Ordinary Undergraduate Colleges to Realize Appfication-oriented Transformation＂, the core concept of transformation development in local colleges is to realize the application-oriented transformation and to ensure the enhancement of education service. The values of management in local colleges in the period of transformation development lies in the following aspects： the clear direction of talent development, the localization of inner driven momentum, and the socialization of core content in transformation.
