Research on the Problem of Excess Profit Sharing in PPP Project

PPP项目超额利润的分享可以在防止社会资本暴利的基础上实现对其有效激励,最终促进项目成功。通过文献分析得到超额利润分享的两种常用方式,并具体分析了各种方式下的实施办法。在设置投资回报率上限方式下,首先界定我国现阶段PPP项目的投资回报率模式为浮动式;通过多案例比较得到我国目前PPP项目投资回报率的市场均值以及上限的推荐值,并具体分析了在设置投资回报率上限时应考虑的影响因素。在超额利润分成方式下,通过文献及案例分析识别出固定式和阶梯式两种分成方式,并在此基础上分析了分成方式选择和分成比例确定应考虑的各项因素。

The private are not only prevented to obtain profits but also encouraged effectively through excessive profit sharing. When it comes to setting the maximum return on investment,firstly the floating model of ROI in PPP projects at the present stage in China is defined. Secondly,the market average and maximum recommended value of RIO are gained through comparing multiple cases,and the influence factors which are concerned in setting the maximum are also analyzed. When it comes to sharing extra profit,two methods including fixed and stepped proportion are identified through the analysis of literature and cases,and then influence factors of divided option and sharing ratio are also analyzed.
