从钢铁、煤炭等行业来看,湖北省的产能利用率偏低,行业亏损严重,导致资源配置低效。湖北需对钢铁、煤炭等行业去产能。去产能是供给侧结构性改革的重点,湖北去产能总体实施状况良好,但也存在一些难点,需要金融的支持,离开金融,去产能不可能实现。淘汰产能、整合产能、升级产能、转移产能等都需要金融支持。

Because of low capacity utilization in steel, coal and other overcapacity industries in Hubei province, these industries make serious losses and inefficient resources allocation. Hubei needs a cutting overcapacity progress in these industries. Cutting overcapacity is the key of the supply side structural reform. Generally speaking, Hubei cutting overcapacity progress is good, but there are also some difficulties and need financial supports. Cutting overcapacity progress cannot succeed away from financial supports. Elimination capacity, integrated production, upgrading capacity, transfer capacity, and so on all need financial supports.
