A Discussion on the Meaning of the Smart City Capstone Design and its Differences from Relative Concepts

在新型城镇化背景下,提取"信息""开放与整合""效率"作为"智慧城市"内涵的三个关键要素;指出"城市病"是由城市全生命周期体系流程中的非理性因素造成的低效现象,建设智慧城市的最终目标是优化城市运行管理效率。基于任务发展视角,智慧城市顶层设计须全局统筹,重视城市运行体制的优化设计,以此与传统城市规划工作有所区分,并为城市总规提供有效支持。

In the new-pattern urbanization in China, the connotation of ＂smart city＂ can be abstracted as ＂information＂, ＂open and integrate＂ and ＂efficiency＂. The urban diseases, which now large numbers of cities are faced with, is exactly the low-efficiency resulted in the un-rational factors disturbing the city＇s normal life period. Therefore, the smart city construction aims to facilitate the efficiency of an urban system ultimately. Regarded as a project, the construction of a smart city should be planned on the top level, focusing on the optimization of the city＇s institutions, then the function system. In this way, the capstone design of smart city supports the urban overall plan distinctively.
