从“规模扩张”到“内涵提升”:高校智库知识供给范式转型

From Scale Expansion to the Connotation Ascension:Transformation and Access to a Form of University Think Tank Knowledge Supply

提供有效的知识供给以支撑国家经济社会发展所涉及的政策研究过程并最终影响决策是高校智库的职责。透过改革开放以来的高校智库知识供给范式观察,其实质上是一种偏重于"规模扩张"的知识供给范式,并藉此实现了赶超式发展,很好地实现了建设智库大国的使命和任务。从高校智库知识供给体系内外部发展条件上观察,以数量为核心的"规模扩张"发展已经难以为继,高校智库知识供给范式应向以质量为核心的"内涵提升"供给范式转型,立足中国特色实践,推进知识供给侧改革,围绕问题和政策源流,激发知识生产要素活力,形成恪守自身传统和价值的政策学派及其理论体系。

It is a core mission of new university think tank to provide effective knowledge supply in order to support the policy study process concerning the development of the country, economy and society. The observation of the form of university think tank knowledge supply since the reform and opening reveals that it is virtually a knowledge supply form inclined to the mode of ＂scale expansion＂. With the rise and development of ＂China model＂, Chinese economy development entering New Normal era, the effective knowledge supply which supports the China＇s reform and development has structural change. The observation of the external condition of university think tank knowledge supply system shows that it is hard for the mode of ＂scale expansion＂ to sustain. And the form of university think tank knowledge supply should transform towards the mode of ＂the connotation of the ascension＂. Based on the practice with Chinese characteristics, the new university think tank knowledge supply system should also promote the knowledge supply side-reform and surrounding the issue and policy stream to stimulate the vitality of knowledge productive factor, constructing a policy school and theoretical system abiding by its own tradition and value.
