Efficient Allocation of Social Resources and Categorized Management of Private Higher Education

本文通过分析我国实施分类管理后民办高校在注册状态、收入和财产、以及治理和运营模式等多个方面将要发生的变化,分析高校和社会将面临的"得"与"失",并提出科学实施分类管理将使不同类别的高校更好地发挥各自的比较优势和办学特色,从而使资源得到优化分配。

This research discusses the resulting changes from categorized management to China＇s private higher education institutions in registration status, fiscal and tax treatments, as well as governance and operational models. The gains and losses, consequently, to the institutions as well as the whole society are then accounted for. The author＇s analysis shows that, if conducted successfully, the categorized management can better utilize the comparative advantages of different types of higher education institutions and, thus, lead to a more efficient resource allocation and net social gains.
