摘要
传统"科学-理性"视野下的教育政策问题研究缺乏对教育政策问题的回溯性研究,没有考虑教育政策问题究竟是如何产生的,从而使决策者在决策中常常犯"第三类错误"。政策发生学为我们提供了一个新的思路和视角,它聚焦于教育政策问题的形成过程,以及从个人教育需求走向教育政策问题过程中社会公共价值的提炼。从政策发生学的视野构建教育政策问题,需要对教育问题的"公共性"进一步提炼、明确教育问题的因果关系、使教育问题的利益相关者进行充分博弈、使公众持续关注教育问题以及提升教育问题的解决能力。
The traditional research that lacks the retrospective study on the education policy problems in the context of"sciencerationality" does not take into account the question of how education policy problems actually arise, making decision-makers often gointo the "error of the third type". Policy problem geneticshas provided us with a new perspective, which focuses on how education policy problems are formed and on the rennement of the social public value during the process from individual education needs to education policy problems. To construct educataon policy problems in the context of policy problem genetics, we should further refine the "publicity" of educational problems,clarify the causal relationship between educational problems and make the stakeholders of educational problems fully play the game ,so that the public will pay more attention to the educational problems and improvethe ability of solving educational problems.
