国家重点生态功能区转移支付相关问题研究——以甘肃五县、内蒙二县为例

Research on Transfer Payment of National Key Ecological Function Regions——Taking Five Counties in Gansu and Two Counties in Inner Mongolia as Examples

2008年,中央财政启动国家重点生态功能区财政转移支付。文章回顾了此项转移支付政策的演化过程。为评估相关政策成效,我们选取了内蒙古自治区、甘肃省的5个国家重点生态功能区县(市)和2个省级生态功能区开展调研,了解生态功能区财政转移支付资金的拨付、使用与监管等情况。发现国家重点生态功能区财政转移支付存在资金测算分配不合理、生态支出与基本公共服务支出资金分配不科学、转移支付力度不足、监测效果与考评错位等问题,在此基础上,提出了制度保障、技术保障和发展转型等方面的政策建议。

In 2008, central government started fiscal transfer payment of the national key ecological function regions. This paper reviews evolution of the transfer payment policy. In order to evaluate the effectiveness of relevant policies, we selected Inner Mongolia Autonomous Region and Gansu Province to research, which include five national key ecological function districts and two provincial level ecological function areas, understand the situation of the fiscal transfer payment appropriate to ecological function area,the effect of the use of funds and the level of supervision. It is found that the fiscal transfer payment funds estimated allocation unreasonable, distribution of ecological and basic public services expenditure is not scientific, lack of transfer payments monitoring and evaluation dislocation and so forth. On this basis, we put forward some recommendations about system guarantee, technical support and development transformation.
