On the Principles for Preventing and Controlling of Environmental Conflicts in Northwest China

西北地区日益凸显的环境冲突,不仅影响西北地区人们生命财产安全,制约社会经济发展,而且影响到西北地区正常的公共秩序。因此,积极防控西北地区环境冲突便成为广大民众、各级政府和众多研究者共同关注的紧迫的热点课题,而要有效应对西北地区环境冲突,必须遵循积极应对、依法应对和科学应对三个基本的原则。

The increasing environmental conflicts in northwest China have become a threat not only to the life and property safety and social economic development for the northwest people but also to the normal public order and public security there. Thus, an effective prevention and control of environmental conflicts in northwest China, which is very crucial for the constant economic growth and the realization of moderately prosperous society in that region, can be reached only in active, legitimate and scientific ways.
