我国“十二五”养殖渔业财政补贴政策综述及“十三五”政策展望

Review on aquaculture fisheries financial subsidy policies in the 12^(th) Five-year period and outlook in the 13^(th) Five-year period of China

"十二五"期间我国渔业发展目标发生了一些重要转变,养殖渔业取得了长足的发展。通过梳理我国在"十二五"期间的主要养殖渔业相关配套财政补贴政策,包括渔业油价补贴政策、水产健康养殖示范建设补贴政策以及水产养殖机械补贴政策,发现政府能够积极地就政策实施过程中出现的问题进行及时调整,但仍然存在不符合我国渔业发展目标的部分,总体投入和倾斜力度较捕捞渔业仍存在很大不足。展望"十三五",预计我国在渔业的整体方针不会变的情况下,会对原有的财政政策中不适应现实渔业经济发展的情形进行调整。最后对"十三五"期间的财政政策的制定、实施提出建议。

In ＂ 12th Five-Year＂ period,along with the important changing of fishery development objectives,it made great progress in the aquaculture fisheries. However,with the breakthrough of total production,the aquaculture fisheries still faced many problems. By enumerating the major financial subsidy policies for aquaculture fisheries in ＂ 12th） Five-Year＂,including fisheries subsidies in the oil prices,healthy aquaculture demonstration construction subsidies and aquaculture machinery subsidy,it was found that the government could actively adjust when finding policy deficiency in the implementation process,but some still did not accord with the policy objectives of the fishery development,showing a big gap in the investment and support strength compared to capture fisheries. Based on the analysis above,it was expected that the overall fishery policies would stay stable but probably adjust parts of existing fiscal policies that not adapt to the real development of fishery economy in ＂ 13th） Five-year ＂. Finally,the suggestions of financial subsidy policies implementation in next five years were proposed.
