Research on the Health Management Service of China's Patent Examination Process Data

本文提出了中国专利审批流程数据健康管理的概念,旨在建立一种新的服务体系,该服务以数据为出发点,通过开展主动、全面、预防为主的数据检查活动,识别出中国专利审批业务数据中的潜在风险,提醒数据管理者及时进行干预。另外,服务实施过程采用PDCA循环不断迭代,通过对物理数据、逻辑结构和业务概念三个层面的分析,最终实现持续改进专利审批流程数据质量的目标。

This paper puts forward the concept of health management service of China＇s patent examination process data. The service aims to establish a new service mode, which is to start from data and identify potential risks in China＇s examination process data through active, comprehensive, preventive data- oriented inspection activities, and to remind the data managers to intervene in a timely manner. In addition, service implementation process uses PDCA loop iteration, through the analysis of three aspects of physical data, logical structure and business concept, ultimately improve the quality of patent examination process data.
