流域空间划分体系研究

Research on basin space division system

科学合理划定流域空间是流域综合规划环境影响评价的基础。在分析流域生态环境与流域综合规划特点的基础上,系统地研究了流域空间划分的基本原则、分类系统与划分条件、划分方法、空间保护与管控要求。从可持续发展的高度,提出将流域空间分为水域空间和陆域空间,水域(陆域)空间又可分为优先保护水域(区域)、重点保护水域(区域)、治理修复水域(区域)和引导发展水域(区域)4类,通过差别化保护有效协调流域开发与保护的关系,明确了各类型流域空间保护定位与管控要求,最终形成了完整的理论和应用体系,并应用该研究成果对嘉陵江流域空间进行了划分。划分成果不仅可有效指导流域综合规划、环境影响评价等工作,还可为流域生态红线的划定提供参考。

Scientific basin space division is the foundation for environment impact assessment in basin planning. On the basis of analysis on the characteristics of basin ecology environment and comprehensive basin planning, this paper systematically analy- zes the basic principles, classification system, division condition and method, space protection and management requirement etc. In the view of sustainable development and in order to effectively coordinate the relation of development and protection through differential protection, it is suggested that the basin space should be divided into water space and land space. Water space （ land space ） can be sub - divided into protection priority zone, key protection zone, remediation and restoration zone, guided develop- ment zone. Furthermore, the protection and management requirements for different spaces are determined and an integrated theory and application system is formed. The division achievements are applied to Jialing River basin and the division results not only can effectively guide the environment impact assessment of the basin in comprehensive basin planning but also provide the refer- ence for the basin ecological red line division.
