The root cause of the failure in Sino-Japanese war is the decline of national defense culture. In order to remember humiliating history and learn painful lessons, and to promote the construction of national defense culture, the paper elaborates cultural reflections of national defense in the failure of Sino-Japanese war from following 3 aspects ： backward national defense culture decides the failure before war, weak national defense concept leads to military failure, and declining national defense economic culture pushes the national defense of late Qing Dynasty into degradation.
