高校图书馆文献经费优化配置研究

高校图书馆文献资料的采购是实现图书馆功能的核心内容,也是高校图书馆运营期最大的经费支出项目。当前,在高校图书馆文献资料采购中纸质资料仍然是重点。但是,我国高校图书馆文献经费优化配置还存在图书馆经费来源渠道较为单一、文献资料经费投入上存在一定的"公私"差异、文献资料价格上涨间接造成经费投入不足、尚未建立起系统完善的经费使用效益评价体系等问题。为此,文章提出可以从拓宽经费来源的角度提高文献经费配置的基础保障能力,加强对非部属高校的文献经费投入,建立多种文献资料采购渠道提高文献采购议价力,科学制定文献经费的分配方案,构建完善的经费使用效益评价体系等方面进行改进。

The procurement of documents in university libraries is the core content of the realization of library functions, and it is also the largest expenditure item in the operation of university library. At present, the focus of the document purchasing in university library is still paper material. However, in our country, distribution of document funds of university library funds allocation still faces follwing problems： the sources of funding are single; the use of funds has differences in private and public aspects; the rising of literature prices indirectly causes shortage of funds, there is still no established perfect benefit evaluation system of fund use. To this end, the paper suggests to broaden the sources of funding to improve the basic supporting capability of allocation of document funds, to increase the input of funds to the non-affiliated university, to establish various documents procurement channels to improve the bargaining ability, to scientifically design the allocation of literature fund, and to construct perfect benefit evaluation system of fund use.
