摘要 当前世界各国面临着财政投入不足或财政投入低效的共同难题,社会影响力投资(SIB)模式是运用市场规则实现义利并举、公益与商业相结合的新型投资方式。2013年美国犹他州优质学前教育项目将SIB模式支运用于学前教育领域。美国犹他州优质学前教育项目不仅引入市场机制追求经济效益,而且以高品质学前教育受益最多最大的弱势群体作为优先服务对象,基于严格统计、项目设计与运行评估来保障学前教育服务的高质量。 The deficient and inefficient of government financial investment is a worldwide common problem.By using market rules, social impact bond is a new investment mode which combined philanthropic and for-profit private capital. The Utah High Quality Preschool Program, born in 2013, is the first "Social impact bond" for early childhood education in the world. This project not only pursues of economic benefits by in troducing the market rules, but also targets the intervention education to the disadvantaged children who can benefit most from the high quality ECE which can be guaranteed by rigorous statistics, assessment and design and operation of the project.
