辽宁省新型城镇化路径及其影响因素

The New Urbanization Path and Influencing Factors in Liaoning Province

首先,梳理了建国以来辽宁省的城镇化历程,认为2002年至今是进行新型城镇化探索的重要阶段。其次,从产业、土地、人口、城乡关系四个方面对辽宁省新型城镇化路径及影响因素进行了解析:产业方面是"城镇化超前于工业化"路径,主要与思维方式、人才培养、产业政策相关;土地方面是"投资驱动"路径,城镇化以土地的平面扩张为重点,主要影响因素为我国的土地和财税政策、城市规划以及城市建设监管;人口方面是"集中型"路径,城镇化主要由省内农业人口转移推进;城乡关系方面是"城市倾向"路径,城乡二元特征明显。最后,提出符合辽宁省实际的新型城镇化路径建议,一方面要"破",即破除和规避不利影响因素,在思维方式、政策制度、建设管理等方面不断消除城镇化建设中遇到的结构性失衡问题和体制机制障碍;一方面要"立",即利用有利影响因素,加快制度创新,以更好的产业政策、人才政策适应城镇化发展要求,提升城镇化质量。

The urbanization developed early in Liaoning Province. Firstly comb the urbanization processof Liaoning Province since the founding of China, concluding that it is an important stage for the exploration of new urbanization in Liaoning Province since 2002. Secondly analyze the new urbanization path and its influencing factors of Liaoning Province from industry, land, population, urban-rural relationship aspects： in the aspect of industry, urbanization is ahead of industrialization and the non- agricultural economy is short. It＇ s mainly because of the long- term planned economy system and the excessive reliance on heavy industry and resource consumption. In the aspect of land, it is an investment- driven path, focusing on the plane expansion of land. It＇ s mainly because of the government appraisal system and landsystem defects. In the aspect of population, it is a centralized path and urbanization is mainly composed by the rural population transfer in the province. In the aspect of urban-rural relationship aspects, it is an urban tendency path and the government fiscal expenditure for supporting agriculture is insufficient for long. Finally put forward scientific and reasonable advices on new urbanization path in Liaoning Province, including the joint development of urbanization and industrialization, strict control of the land urbanization, active promotion of the population urbanization, strengthening of favorable policies, constant gap narrowing between urban and rural areas, and promotion of the people-oriented urbanization.
