创设未成年犯罪人社区矫正制度的对策研究

与监禁矫正不同，社区矫正制度由于更偏向于对罪犯的教育、关怀而与未成年犯罪人的矫治完美契合。这一制度在挽救失足青年、重建未成年犯自尊自信、防止再次违法犯罪等社会现实防控方面，具有广泛的积极意义。我国目前的实际状况表明实行未成年犯罪人社区矫正不仅十分必要。而且是切实可行的。应当从立法、组织机构、意识形态等方面入手，进行社区矫正的实际操作。以期促进未成年犯罪人社区矫正事业的发展，挽救更多未成年犯罪人。

Different from the imprisonment correction, community correction system puts more stress on the offender＇s education and care, which makes it a perfect match with the treatment of juvenile offenders. It is of a wide and positive significance to the rescue of the youth who has taken a wrong step in life, the reconstruction of juveniles＇ self-esteem, and social reality of prevention and control such as preventing further crimes. The actual situation in our country shows that it is not only necessary but also feasible to carry out the community correction of juvenile offenders. The actual operation of community correction should be carried out from the aspects of legislation, organization, ideology and so on, in order to promote the development of community correction of juvenile offenders, and to save more juvenile offenders.
