关于新形势下我国自然资源资产管理制度建设的思考

Thought on the Construction of Natural Resources Assets Management System in China under the New Situations

作为生态文明制度体系及国家安全体系的重要组成部分,自然资源资产管理制度建设具有重要意义。当前我国面临政府职能转向"有限政府"、生态文明建设全面部署、自然资源国家所有权的物权化趋势日益彰显、经济发展"新常态"逐渐明确及资源安全需求日益迫切等系列新形势,以此为背景,本文系统梳理了我国自然资源资产管理的概况及其范围、内涵与特征,在分析我国自然资源资产管理存在的问题及面临的挑战基础上,提出了完善我国自然资源资产管理制度的五条建议。

Conducting the evaluation of resources environmental bearing capacity is one basic work for allocating land resources reasonably and efficiently and determining the development pattem of land space scientifically and rationally, while the meso- and micro-scale resources environmental bearing capacity is the solid foundation of the whole work. In order to solve the existing problems in the evaluation of the meso- and micro-scale resources environmental bearing capacity, such as uncertainty of evaluation objects and inconsistency in technology paths, this paper puts forward an innovative evaluation system and method for the meso- and micro-scale resource environmental bearing capacity, and carries out regional functions on the meso- and micro-scale resource environmental bearing capacity, and divides resource environments to adapt to the bearing and overloading type. This paper also puts forward some suggestions of optimization from the perspectives of giving consideration to regional characteristics, applying multidimensional data analysis and conducting appropriate result checking, to better engage in the meso- and micro-scale resource environmental bearing capacity and serve the construction of the monitoring and early warning mechanism of the resource environmental bearing capacity.
