社会组织扩大公民有序政治参与的功能机制研究

On the Functions and Mechanism of Social Organizations in Expending Citizen's Orderly Political Participation

公民有序政治参与是公民通过一定途径来行使自身权利、表达利益诉求,进而影响公共政策制定与公共事务治理的行动过程。社会组织通过自主行动来表达公民的利益诉求,为公民参与管理社会事务、分担政府转移的职能提供了机遇,是扩大公民有序政治参与的重要途径。政府对社会组织活动的规制、社会组织本身的类型与性质等,都会影响社会组织对公民有序政治参与的作用效果。政府需要对社会组织进行扶持与规范,以有效促进公民有序政治参与。

Citizen＇ s orderly political participation is an action process that citizens exercise their rights and express interest demands, thus impacting the public policy making and public affairs governance. On the one hand, social organization expresses interest demands of citizens effectively through the channel of autonomic activities; on the other hand, it provides opportunities for citizen to participate in public affairs management and share functions transferred by government. It is an important way to expend citizen＇ s orderly political participation. The range and degree of controlling social organization activities by government can influence the effect of social organizations on citizen＇s orderly political participation. And the type and character of social organizations play the same function. Government should support and regulate social organizations correctly so that citizen＇s orderly political participation can be promoted effectively.
