军事装备使用风险管理中引入商业保险的可行性分析

Analysis on the Feasibility of Introduction of Commercial Insurance to Military Equipment Risk Management

对军事装备使用中的风险管理问题进行了研究。在阐述基本内涵的基础上,立足理论、实践2个角度,从风险可保性、国家和军队政策制度环境、社会保险资源以及国内外实践4个方面,论证了引入商业保险开展军事装备使用风险管理的可行性。基于我军装备管理实际,提出加快制度建设,构建"政府引导、军队管理、市场化运作"的合作化管理模式,从运输装备入手逐步引入商业保险的对策建议。

The paper studies on the risk management in the use of military equipment. On the basis of expounding the connotation, this paper discusses the feasibility of the introduction of commercial insurance from four aspects which include insurability of military equipment use, institutional environment of national and military policy, social insurance resources and practical experiences home and abroad. Then, based on the status quo of PLA;s equipment management, the paper proposes some suggestions including accelerating the building of systems, establishing the cooperative management mode of ＂government guides, military manages and market operates＂ and introducing the commercial insurance from transportation equipment and gradually expanding.
