摘要
提出了基于系统工程理论和方法的装备作战试验组织实施流程。分析了装备作战试验组织实施的系统工程需求和美军装备作战试验组织实施特点,提出了装备作战试验基于时间维、逻辑维和知识维的系统工程三维结构和包括14个实施步骤的系统工程应用架构,分析了作战试验系统工程应用的评估、决策、优化等辨识过程,探索了试验目标规划、总体方案设计、试验资源及条件建设、试验部署实施、试验鉴定与评估等5个不同组织实施阶段的系统工程具体应用,给出了作战试验组织实施过程中的系统工程应用实例。
The paper puts forward the organization and implementation process for equipment operational test based on system engineering theory and method.In the paper,the author analyzes the system engineering requirements and the characteristics of the organization and implementation process for equipment operational test in the U.S.army and then proposes a system engineering structure in three dimensions:time,logics and knowledge and a system engineering application architecture involving 14 steps.Besides,the author analyzes the process of evaluation,decision making and optimization of the application of the operational test system,and explores into special applications of system engineering in five organization and implementation phases:test goal planning,overall plan design,test resource and condition construction,test deployment implementation,and test verification and evaluation.In the end,the author gives some examples of the application of the system engineering in the process of organization and implementation of the operational tests.
