The Choice of Government Mode in the Emerging of Creative Technologies

当前,人类社会正处在后工业化的大变革时代,它在科学技术上的标志是创造性技术的不断涌现。同时,创造性技术内蕴的变革力量正在解构那些由旧的制度框架和治理体系所建构起来的生产方式、交往方式和思维方式,因为它们阻碍了整个人类社会的全面发展。如果说管理型政府模式及其控制导向的治理方式是与工业社会模仿的科学技术相适应并为其创设一种竞争性的环境的话,那么,在后工业化进程中,创造性技术的涌现及其聚合需要的则是能够培养人的创造能力和合作精神的政府模式及其治理方式。对于这种全新的政府模式而言,它不仅要为创造性技术的发展与聚合创设更具合理性的环境,而且还要积极引导这些技术的应用朝着人类普遍受益的方向发展。

Nowadays, the society is in the great changing era of post-industrialization, whose marker is the emerging of creative science and technologies. At the same time, the force for change which is cohered by creative technologies is deconstructing our production mode, life style, and communicative action, which are further constructed by the old institutional framework and governance system, because they have hindered the overall development of human society. If the management-oriented government mode arid its control-oriented governance are in accord with the imitative science and technology of industrial society and can create a competitive environment for the latter, the emerging and convergence of creative technologies will need a new government mode and the relevant way of governance which will culture human creativity, intelligence, and cooperative spirits in the process of post-industrialization. For this new mode of government, it should not only create more cooperative environment for the development and convergence of creative technologies, but also actively guide the application of these technologies toward the common human goals.
