黑车司机被侵害案件的侦防对策研究

Research on Investigative and Preventive Measures in Criminal Cases of Illegal Taxi Driver Being Infringed

通过对北京市近年来黑车司机被侵害案件的立案信息的统计发现,黑车司机被侵害案件呈现出逐年增多、加害手段愈发残忍且重复被害率高等特点。黑车司机被侵害案件在作案目的、作案动机、作案地点、作案时间等方面具有区别于出租车被侵害案件的独特特征,并且由于黑车司机被侵害案件发现难(隐案多)、犯罪嫌疑人与被害人没有明显的因果关系、发案现场难确定、线索难获取、"拉活"方式较为隐蔽等因素增加了该类案件的侦破难度,黑车司机的特定性带来的案件特点和侦破难点也正是此类案件的侦防突破口。

Based on the statistics of recent criminal cases of illegal taxi driver being infringed in Beijing, we can find that the similar cases have been increased year by year,with the more and more cruel means of infringement and high rate of repeat victimization. In criminal cases of illegal taxi driver being infringed, there are unique characteristics differ from the cases of normal taxi driver in the respect of motivations, places, time and so on. It is difficult to solve such cases, because of the difficulties of finding the cases,the unobvious relationship between criminal and victims, the uncertainty of crime scene and clues. To study the characteristics of the eases and the difficulties of investigation can help us find a breakthrough of solving the cases. So this paper will have a research on the reasons of illegal taxi driver being infringed, the characteristics of similar cases and investigative and preventive measures.
