《巴黎协定》的签订标志着全球气候治理进入了新阶段,减缓和适应是其中两大重要对策,各国负有义务采取减缓措施以及适应方案来应对气候变化。在气候变化的背景下的人权保护问题得到了越来越多的重视,研究发现不仅气候变化带来的影响会损害人权,应对气候变化采取的减缓适应对策也会在一定程度上影响人权。立足于气候变化中的人权保护现状,对减缓、适应措施对人权的负面影响作出分析并提出解决对策。

The signing of the Paris Agreement marks a new phase in global climate governance, with mitigation and adaptation being two of the most important responses, with countries taking on mitigation and adaptation options to address climate change. The issue of human fights protection in the context of climate change has received increasing attention. Studies have found that not only the impacts of climate change can harm human rights, but also mitigation responses to climate change can also affect human fights to a certain extent. Based on the current situation of human rights protection in climate change, this paper analyzes the negative impact of mitigation and adaptation measures on human rights and puts forward some countermeasures.
