亚太“双领导”与中美自贸区战略博弈

Dual Leadership and China-US FTA Strategy Game in the Asia-Pacific Region

当前,亚太地区已形成中美相对均衡的力量格局并存在中美"双领导"的客观条件,但是由于中美发挥领导作用的主观条件差距较大,亚太地区并未真正形成中美"双领导"体制。中美实力对比和亚太权力分布的这种客观事实,对于分析两国亚太自贸区战略具有重要意义。中美各自推进的自贸区建设有特定的目标,但两国的亚太自贸区战略是互补性竞争而非零和博弈。特朗普政府调整了奥巴马政府的亚太自贸区政策,使美国的亚太自贸区政策出现一些新变化。特朗普政府的亚太自贸政策仍在完善中,今后有多种发展可能,中国需要密切关注并继续推进自己的亚太自贸区战略。

China and the US have become two relatively balanced polars in the Asia-Pacific Region.But two countries have quite different ideas about playing leading roles in the region.There is not much consensus on dual leadership in the region.The contrast of China and the US’power and power distribution in the region have great significance for analyzing FTA strategies of China and the US.The two countries have their own special targets in promoting FTA construction,which are complementary instead of competitive.The Trump administration has adjusted FTA policies in the region made by the Obama administration,which makes the US FTA strategy presents some new characteristics in the Asia-Pacific.The Trump administration’s Asia Pacific policy is still perfecting,and there are many possibilities of future development.China needs to keep an eye on them and continues to implement its own FTA strategy in the region.
